The problem is, an execVM in the init field is not likely to be executed before the briefing ends. The result will be that
a) any custom loadout you have will not be displayed in the briefing
b) if you have equipment in the briefing, anything the player takes is overwritten by the custom loadout.
The solution is to run the script with call:
_nil = call compile preprocessFileLineNumbers "scripts\loadout_marksman.sqf";
something of that kind will solve the above issue.
