You might be able to do something with AutoHotkey, so that your mic input is muted unless you're pressing your TS3 PTT or TFAR (Caps Lock) keys.
This seems to work for me to toggle the Mute state of the default input whilst the key (Capslock)) is held, so you'd need to set it to Muted in the soundcard control panel and then when holding the key it would unmute and then mute again when releasing the key.

Obviously you'll need to edit the keys to whatever you use and you can find a list of the correct names to use here http://www.autohotkey.com/docs/KeyList.htm
