It's possible to make a game that supports both DX9 and 10. Crysis for example, it's a DX10 game but runs on XP with DX9. Just like back in the day games would support multiple gfx APIs (software render, 3dfx glide, openGL, direct3D).
OFP (Real Virtuality 1) used DirectX 7 even though latest readme states DX8.1 is required. Perhaps some DirectPlay API related dependancy, but gfx was dx7 features only except when using Kegetys' dxdll and similar hacks. OFP also supports 3dfx Glide.
ArmA is DX9 Shader model 2, Arma 2 is DX9 SM3.
